BECKLEY, WV (LOOTPRESS) – The Beckley City Council passed a vape shop ordinance during a special meeting on August 12, 2025.
The ordinance, which took effect immediately, restricts where new vape shops can be located and places limits on their signage.

Under the new rules, new vape shops are only allowed in B2 zones, and a conditional use permit must be obtained.
They are also required to be at least 1,500 feet from other vape shops, schools, daycare centers, churches, or parks. Signage is limited to a single simple sign without flashing or LED lights.
“This is positive for the City of Beckley in making a healthier community for our youth. Holding the passage of this ordinance communicates to our community that this administration PRIORITIZES public health and the kids who live here,” a statement from Raleigh County United for Prevention read.
This organization has been working to help create such an ordinance which has also been passed on the county level.
“Thank you to City Attorney, Bill File, City Manager, Phil Jarrell, Mayor Ryan Neal, City Council Members, Code Enforcement, City Planning and Zoning committee and our Policy Committee for taking the time to understand the implications of these vape shops and how local access contributes youth substance use.”
