BOONE COUNTY, WV (LOOTPRESS) — A Boone County man is under investigation following findings from a Child Protective Services case involving two minor children, according to a report from the Boone County Sheriff’s Office.
Corporal E.C. Gibson was dispatched on July 10, 2025, in reference to an open CPS case that had been referred to the Cornerstone Child Advocacy Center. Officials at the center confirmed that an active case involved two juvenile children and that allegations of sexual abuse and domestic abuse had been made against Todd Groscup.
Forensic interviews for the children were scheduled for July 15, 2025, according to the report.
On July 22, 2025, Gibson received and reviewed the forensic interview documentation from the advocacy center. In the report, one of the juveniles disclosed allegations of ongoing sexual abuse by Groscup beginning when she was approximately five years old, and described multiple incidents that she stated occurred over several years, including more recent ones.
The investigation remains ongoing in coordination with CPS and the Child Advocacy Center.
Groscup is in jail charged with sexual abuse.
