FAYETTE COUNTY, WV (LOOTPRESS) – Anthony Ciliberti, Jr., Prosecuting Attorney, announces that on October 5, 2021, Charlotte Foster-Ramsey, age 35, of Kimberly, was sentenced by Judge Thomas H. Ewing to one to five years in prison for the felony offense of child abuse resulting in bodily injury.
The Defendant pled guilty to the preceding felony on August 3, 2021. Under the preceding sentence, Foster-Ramsey must serve a minimum of one year before she is eligible for parole. The Defendant was further sentenced to five years of extended supervised release which will begin upon the Defendant’s release from prison.
On March 5, 2020, Child Protective Services and the Fayette County Sheriff’s Department Detective Bureau investigated a referral regarding excessive and abusive corporal punishment inflicted upon a 13-year-old female child. An examination of the child’s legs revealed cuts and extreme bruising and welts on both of the child’s thighs. In multiple locations, the bruising showed the outline of some type of a cord. Later during an interview at the Just for Kids Child Advocacy Center, the child reported being whipped repeatedly by the Defendant with an electrical cord. The cuts on the child’s legs were caused by the plug of the electrical cord cutting into the child’s legs.
These crimes were investigated by the Fayette County Sheriff’s Department Detective Bureau. Support services for the victim were provided by the Just for Kids Child Advocacy Center.
