CHARLESTON, WV (LOOTPRESS) – The West Virginia Division of Motor Vehicles (DMV) is kicking off a more efficient way to obtain your Commercial Driver’s License (CDL) test card on Wednesday, December 17, 2025.
“Governor Morrisey has asked that we continue to look for efficiencies in the way we deliver services to the public,” said Everett Frazier, Commissioner of DMV. “Today’s world is full of enough frustrations, we want everyone who visits the DMV or accesses any of our services online to feel like a guest and have the most efficient process possible.”
The process is easy. The applicant completes and submits their Application for Commercial Driver’s License or Endorsements (CLD-1) through the DMV online portal. The applicant’s medical provider also submits the Medical Examiner’s Certificate electronically. The applicant pays a CDL testing fee, which varies depending on the type of endorsements they want. The official e-test card is sent directly to the applicant’s email address, generally within 24 hours. The applicant can then visit a regional DMV office to take their knowledge test.
“The new system helps streamline a driver’s path to earning their CDL by making the CDL test card available online,” explains Jennifer Rutherford, Assistant Director of Driver Issuance and Commercial Driver Services. “We expect this to be especially popular with the driving schools.”
The digital system for e-test cards simplifies the administrative burden for applicants and driving schools, as applicants no longer have to make a trip to the Kanawha City DMV office to receive their test cards. The new system makes one step in the process easier, so that drivers can focus on learning and earning their CDL’s and be on the road to improving their career more quickly.
