BUCKHANNON, WV (LOOTPRESS) – The Upshur County Sheriff’s Department announced that nine people have been indicted on felony drug charges following an investigation by the Mountain Region Drug and Violent Crime Task Force.
The indictments were handed down Monday, Sept. 8.

• Willie Junior Debarr Jr., 36, of Buckhannon, was charged with two counts of delivery of fentanyl within 1,000 feet of a school and one count of conspiracy to deliver fentanyl.
• Kelly Dawn Harvey, 41, of Buckhannon, was charged with one count of delivery of fentanyl within 1,000 feet of a school and one count of conspiracy to deliver fentanyl.
• Tiffany Dawn Sparks, 44, of Buckhannon, was charged with one count of delivery of methamphetamine within 1,000 feet of a school.
• James Robert Arbogast, 53, of French Creek, was charged with one count of delivery of methamphetamine within 1,000 feet of a school.
• David Michael Leggett, 42, of Orlando, West Virginia, was indicted on multiple charges, including possession of a controlled narcotic substance with intent to deliver fentanyl and fentanyl/xylazine, both felonies; possession of controlled substances with intent to deliver methamphetamine, marijuana, and alprazolam; as well as firearm-related and concealment violations. His charges include both felonies and misdemeanors.
• Sara Jo Loudin, 34, of Buckhannon, was charged with three counts of delivery of buprenorphine.
• Kevin Donald Casto, 46, of Buckhannon, was charged with three counts of delivery of fentanyl.
• Joshua Dale Cutright, 36, of Horner, was charged with one count of delivery of methamphetamine within 1,000 feet of a school and conspiracy to deliver methamphetamine.
• Katelynn Marie Wine, 26, of Buckhannon, was charged with one count of conspiracy to deliver methamphetamine within 1,000 feet of a school.
• Kylie Ann Parson, 46, of Buckhannon, was charged with one count of delivery of methamphetamine within 1,000 feet of a school.
The Upshur County Sheriff’s Department emphasized that all individuals are presumed innocent until proven guilty.
