HENRY COUNTY, VA (LOOTPRESS) – A Henry County man is facing multiple felony charges after investigators linked him to tire-deflation devices intentionally placed on a roadway—and discovered an improvised explosive device inside his home.
According to the Henry County Sheriff’s Office, deputies responded on January 6, 2026, to the area of Murphy Road and Virginia Avenue following reports that metal spikes had been placed in the roadway. At least two vehicles suffered tire damage as a result.
An investigation led deputies to identify Elden Douglas Duncan, 64, of Collinsville, as a suspect. On February 2, investigators executed a search warrant at Duncan’s residence on Murphy Road.
During the search, deputies found packaging materials consistent with the purchase of tire-deflation devices, along with several boxes of ammunition. Investigators also located a crudely constructed improvised explosive device, as well as remnants of additional devices believed to have already been detonated.
Because of the explosive device, bomb technicians with the Virginia State Police were called to the scene to render the device safe before it was removed. The device has been seized and is undergoing further analysis to determine additional charges.
Duncan, who is a convicted felon, has been charged with possession of ammunition by a convicted felon, possession of devices used to puncture motor vehicle tires, two counts of depositing hazardous substances on a highway, and two counts of property damage. He is currently being held without bond at the Henry County Adult Detention Center. Authorities say more charges are expected as the investigation continues.
During the search, deputies also discovered the hide and feathers of a red-tailed hawk, which are illegal to possess. The Virginia Department of Wildlife Resources responded to the scene and took possession of the remains. Charges related to that discovery are pending.
