FAYETTE COUNTY, WV (LOOTPRESS) — A newly introduced West Virginia House bill aims to expand care options for seniors and adults with disabilities by launching a medical adult day care pilot program in Fayette County.
House Bill 5343, by Delegate Pritt, would create a three-year pilot program designed to serve older adults and disabled adults who need daytime medical supervision and support but do not qualify for full institutional placement. Lawmakers say the goal is to help residents remain in their communities longer while reducing caregiver strain and preventable hospital visits.
Under the proposal, the West Virginia Department of Human Services would authorize a local healthcare organization to operate the program beginning in the fiscal year starting July 1, 2026. The center would provide weekday daytime services and be staffed by licensed medical and administrative personnel. Services would include nursing oversight, health monitoring, therapeutic activities, and daily living assistance.
Eligibility would include seniors, adults with disabilities, people with chronic medical conditions, and individuals with cognitive impairment or early to moderate dementia — particularly those at risk of needing Medicaid-funded long-term care.
The bill cites limited access to medical adult day services in Fayette County and surrounding rural communities as a driving factor. Sponsors say gaps in care often lead to higher hospitalization rates, earlier nursing home placement, and increased pressure on family caregivers.
Funding between $750,000 and $1.25 million is proposed to cover startup costs, staffing, facility readiness, and early operations. The program would be overseen by the Department of Human Services and the Office of Inspector General, with annual reports required for legislative review measuring health outcomes, caregiver impact, and cost effectiveness.
If the pilot proves successful, the department could authorize expansion into a statewide program.
The bill has been introduced and referred to the House Health and Human Resources Committee, followed by Finance for further consideration.
