CHARLESTON, WV (LOOTPRESS) – West Virginia’s home care providers are celebrating a major win, thanks to strong support from Governor Patrick Morrisey and the state Legislature. With more than $81 million allocated in the upcoming fiscal year budget, the state is strengthening home-based care for seniors and people with disabilities — a move advocates say will improve lives and save taxpayers millions.
The funding, aimed at bolstering the Aged and Disabled Waiver and Personal Care Services programs, includes $47 million in general revenue and $34.5 million in special revenue. This investment will increase reimbursement rates and hourly wages for caregivers and registered nurses across the state.
“Every dollar invested in home care saves over 2.5 times that amount compared to nursing home care,” said Matt Walker, Legislative Chair of the Home Care Association of America’s West Virginia Chapter (HCAOA-WV). “This is a win for families, taxpayers, and the future of care in our state.”
According to the Department of Human Services, home care through the Aged and Disabled Waiver costs nearly $47,000 less per person each year than nursing home placement, saving West Virginia around $200 million annually.
The state’s renewed focus on “blocking and tackling” the basics of care delivery includes empowering a leadership team committed to innovation and efficiency. New Bureau of Senior Services Commissioner Dianna Graves, DHS Secretary Alex Mayer, and Medicaid Commissioner Cindy Beane are all playing key roles in executing the strategy.
Beyond funding, the Morrisey Administration is also targeting burdensome regulations that don’t improve care, aiming to simplify the system and promote better outcomes. This approach is drawing attention from other states looking to replicate West Virginia’s success.
“Home and community-based services promote independence and dignity,” Walker added. “This is what winning the ‘Backyard Brawl’ looks like — putting people first and making smart investments.”
The HCAOA-WV expressed its gratitude to the Governor and Legislature for prioritizing care that keeps West Virginians at home, healthier, and more supported.
