HUNTINGTON, WV (LOOTPRESS) – A Cabell County caregiver faces Felony charges after being recorded on camera abusing residents of a facility for incapacitated adults.
According to Detectives with the Huntington Police Department, on the evening of Sunday, November 26, 2023, Rex Sparks – acting in his capacity as a caregiver with a private organization which oversees incapacitated adults – located at 101 11th Avenue, Huntington, WV – placed an resident under his care in a rear neck restraint.
This maneuver restricted the air intake and blood flow of the victim, who could reportedly be heard struggling to breathe at the time of the incident. Surveillance footage also captured the victim lying motionless on the ground after having lost consciousness as a result of the attack.
Additionally, footage captured Sparks in the act of kicking a second victim in the leg, causing them to fall to the ground on the same evening. Sparks then proceeded to strike the victim approximately eight times with an opened and closed hand before kicking the victim in the head twice, kicking the victim in the back once, and kicking the victim in the chest twice.
This victim is reported to have sustained swelling and bruising to the body and face as a result of this attack, and required transport to a hospital for medical evaluation and treatment.
Rex Sparks has been charged with Strangulation and Abuse or Neglect of an Incapacitated Adult as a result of these incidents.
