WYOMING COUNTY, WV (LOOTPRESS) – A Wyoming County woman is facing multiple charges after deputies say she assaulted a family member, threatened to take her own life, fought with law enforcement officers, and repeatedly spit on deputies during her arrest.
According to the Wyoming County Sheriff’s Department, the incident occurred at approximately 1:42 a.m. on Saturday, July 25, when Corporal M.T. Perry responded to a reported physical domestic disturbance at a residence on Carmel Lane in Rock View.
When deputies arrived, they spoke with the victim, who said several friends had been at the home when her mother, identified as Emily Lockard, became highly intoxicated. According to the complaint, the victim said she had helped Lockard into bed, but Lockard soon became belligerent.
Authorities say Lockard allegedly threatened to kill herself before punching the victim in the face. She then reportedly grabbed a pair of scissors and attempted to stab herself, but the victim was able to take the scissors away before calling 911.
Corporal Perry reported observing redness on the victim’s face that was consistent with her account of the incident.
Corporal Perry, along with Corporal L.R. Blankenship of the Pineville Police Department, then made contact with Lockard inside the residence. Deputies said Lockard appeared highly intoxicated, was lying in bed yelling profanities, and was placed under arrest.
According to the complaint, after being handcuffed, Lockard intentionally dropped her body weight to the floor and refused to walk, forcing officers to physically escort her from the residence. During the escort, she allegedly continued yelling profanities and making threats toward the victim before officers were eventually able to secure her inside a patrol cruiser.
While still at the scene, deputies say Lockard repeatedly slammed her head into the cruiser partition. When Corporal Perry opened the cruiser door to check for injuries, Lockard allegedly attempted to climb out of the vehicle without permission and resisted officers’ efforts to place her back inside. During the struggle, she reportedly kicked Corporal Perry in the arms and legs.
Deputies said Lockard’s disruptive behavior continued during the drive to the Wyoming County Sheriff’s Department, where she allegedly spit throughout the patrol vehicle and repeatedly struck her head against the partition.
Once at the sheriff’s department, authorities say Lockard again refused to cooperate by dropping herself to the floor while officers attempted to move her into a holding cell. During the struggle, she allegedly spit at Corporals J.E. Ellison, T.A. Cook, L.R. Blankenship, and M.T. Perry.
After being placed in the holding cell, deputies said Lockard managed to slip one of her handcuffs, began kicking and punching the cell, intentionally urinated on the floor, and refused to provide fingerprints during the booking process.
Officers later attempted to transport Lockard to Southern Regional Jail, but investigators say she again became combative and kicked both Corporal Perry and Corporal Ellison in the arms before she was successfully transported.
Lockard was taken to Southern Regional Jail, where she remained pending arraignment.
