BLUEFIELD, WV (LOOTPRESS) – According to Mercer County Prosecuting Attorney Brian K. Cochran, Richard Allen d, Jr., age 35, of Bramwell, West Virginia, was sentenced on Wednesday to 7-11 years in prison after failing to complete the requirements of the Mercer County Drug Court program.
Cecil was indicted by a Mercer County Grand Jury in October 2021 and pleaded guilty in December 2021 to Unlawful Possession of a Firearm by a Prohibited Person, Driving on a Revoked License for DUI-3rd Offense, and Attempt to Commit a Felony. Cecil was originally sentenced by Judge Derek Swope and was permitted to participate in the Drug Court program.
Cecil was discharged from the program and had his sentence reimposed, but after completing the GOALS program, he was permitted back into Drug Court. However, Cecil was again recently discharged from Drug Court a second time for violations of the Drug Court rules. Cochran said, “Our court system and the Drug Court program bent over backwards the last couple of years to help Mr. Cecil get his life back together, but he continued to break the rules”. “He left us with really no choice but to ask the Court to reimpose the original sentences.”
Cochran said that Judge Mark Wills handed down the prison sentence on Wednesday, May 28, 2025. Wills sentenced Cecil to 5 years on the Unlawful Possession of a Firearm by a Prohibited Person conviction, 1-3 years on the Driving on Revoked License for DUI-3rd Offense conviction, and 1-3 years on the Attempt to Commit a Felony Conviction. Cochran said that Judge Wills ran all three sentences consecutively.
