OP ED: Another Historic Milestone for School Choice in the Mountain State

June Fifteenth marked an historic moment for education in the Mountain State as the application period for families to enroll in the Hope Scholarship for the 2026-2027 school year ended. For the first time, every school-aged child in the state is eligible to enroll in the program providing necessary flexibility in education for every child. This universal eligibility is a huge part of what makes Hope the nation’s gold standard for educational freedom.

Unlike other states, West Virginia intentionally chose to not pick winners and losers in school choice by ensuring every student could enroll. We should be celebrating that West Virginia continues to lead the charge on parental empowerment and education innovation

Parents know that each child is unique. They have different dreams, aspirations, and needs. When lawmakers boldly adopted school choice in the Mountain State, we understood that too. That’s why we made sure, in a fiscally responsible fashion, that the Hope Scholarship would eventually be open to every student—because every child deserves the right education for them, regardless of income level or ZIP code.

Five years since its inception, nearly 30,000 families have been empowered like never before through the flexibility the Hope Scholarship offers. West Virginia has been transformed from a one-size-fits-all system that trapped too many students in a system that didn’t work for them to a national thought leader on educational freedom. More than a dozen states have copied our homework by adopting similar legislation across the nation.

West Virginia’s courage to think big led the way for these other laboratories of democracy to find their own courage to revolutionize the education space, changing the lives of hundreds of thousands of students across America.

Of course, critics of school choice continue to lament our move away from a top-down education system. They view education as a way to control rather than to empower. While they yearn for the days when families were forced to rigidly adhere to residentially assigned schools, the fact is, that’s no longer the reality for education in West Virginia. Universal school choice is here to stay in the Mountain State.

Detractors attempt to find fault in the flexibility that the program provides parents to pursue alternative education pathways—including physical education, just like the public system does. Families engaged in school choice have just as much right to seek out robust educational pathways as do educators in the public system. No one would advocate for stopping class field trips featuring unique educational experiences from occurring in the K12 system. We certainly should not do so when it comes to Hope.

Despite the falsehoods peddled by the radical left, flexibility isn’t fraud and the Hope Scholarship is working just as it was intended. Thanks to the diligent work of lawmakers incarefully crafting the law and the excellent job of State Treasurer, as well as the Hope

Scholarship Board in administering the program, we can say with absolute confidence that every single expense a family makes goes towards advancing their child’s education. The state treasurer’s office knows where every dollar is going in the program. Instances of actual fraud have been stopped before they could begin. Wouldn’t it be nice if we could say that for all our education dollars?

Parents who lacked the means to provide a customized education for their children now have that ability because we’ve given them back their tax dollars for their child’s education.

Students who were afraid to go to their public school because of bullying or violence now have the ability to pursue their education in peace. These stories are why we celebrate universal school choice. No amount of naysaying from left-wing wonks is going to drown out the voices of thousands of families who know that education freedom is what their child needed to thrive.

Our message to opponents who are more concerned with regaining control over our kids is simple: you are missing the point. School choice is so popular because it is working. These success stories, and our steadfast confidence in the integrity of the program, are why the legislature and Governor Patrick Morrisey soundly defeated wronghead legislation that would have irreparably damaged the Hope Scholarship, kicking families out of their newfound school choice options. Critics should take more time to listen to parents instead of trying to take us backwards.
