WYOMING COUNTY, WV (LOOTPRESS) – The Public Service Commission of West Virginia on Thursday opened a general investigation into a southern West Virginia electricity provider and reiterated plans for a public hearing in the case in Mullens on October 21.
Both matters deal with Black Diamond Power Co., which provides electrical service to 4,886 customers in Clay, Wyoming and Raleigh counties.
The Commission has fielded complaints over service, billing, and other issues related to the company. The PSC held a public hearing on those matters on Tuesday at the Clay County Courthouse, after which it ordered a general investigation into the company on Thursday.
Both the original complaints and the general investigation are topics for the public hearing at 5:30 p.m. October 21 at the Mullens City Hall, 316 Moran Ave., Mullens.
In its Thursday order, the Commission said its legal staff willinvestigate the practices of Black Diamond and report its findings to the Commission by April 15, 2026.
On September 11, PSC staff asked the Commission to open a formal investigation.
The Commission directed the company to review its service reliability reports and correct any errors in filings made with the PSC. It told legal staff to examine and verify the company’s service reliability and make a report to the Commission on those issues by January 15, 2026.
The Commission said it would hold an evidentiary hearing on questions of the company’s reliability of service at 9:30 a.m. February 13, 2026, at the Commission hearing room at 201 Brooks St., Charleston.
