RALEIGH COUNTY, WV (LOOTPRESS) – The West Virginia School Building Authority approved millions of dollars in school construction and renovation funding during its quarterly meeting on December 15, 2025, with Raleigh County receiving one of the largest single awards statewide.
According to the authority, Raleigh County was awarded $12 million in Needs Grant funding to support Phase 3 renovations at Woodrow Wilson High School.
The total cost of the project is estimated at $27,518,274, with Raleigh County providing $15,518,274 in local funds to complete the work.
The project represents a significant investment in one of the county’s largest and most prominent high schools and is aimed at continuing long-term upgrades to the facility.
The Needs Grant program is designed to assist counties with major school construction and renovation projects that address critical infrastructure, safety, and educational needs.
Funding decisions are made quarterly based on project readiness, financial need, and the condition of existing school facilities.
Statewide, the School Building Authority approved more than $49.2 million in grant funding during the December meeting, supporting projects with a combined total cost of approximately $86.8 million across 12 counties.
Projects approved ranged from HVAC replacements and roof upgrades to major renovations, additions, and consolidation efforts.
While several counties received funding for large-scale improvements, Raleigh County’s award was the second-largest Needs Grant approved at the meeting and the largest allocation for a single high school renovation project.
Raleigh County Schools Superintendent Dr. Serena Starcher released this video statement following the meeting.
