MARTINSBURG, WV (LOOTPRESS) – A month-long operation led by the U.S. Marshals Service (USMS) in the Eastern Panhandle has resulted in 34 arrests, authorities announced Thursday.
Operation Monarch, conducted from July 14 to Aug. 15, was aimed at reducing violent crime in the region and involved collaboration between the USMS Mountain State Fugitive Task Force, Jefferson and Berkeley County Sheriff’s Offices, Martinsburg and Charles Town police departments, and county prosecutors’ offices.

The operation also resulted in the seizure of $14,444 in cash, two handguns, one long gun, more than 400 grams of marijuana, and five grams of crack cocaine.
Significant arrests included:
- Julius White, 36, of Harrisburg, Pa., wanted for first-degree armed robbery, conspiracy to commit robbery, malicious wounding, and felon in possession of a firearm. White was involved in a Sept. 6, 2024, robbery and shooting in Martinsburg in which stray bullets struck spectators at a high school football game. He was arrested Aug. 4 in Camp Hill, Pennsylvania.
- Kenneth Buckhalter, 33, wanted for first-degree robbery and domestic assault. He allegedly robbed a victim in Inwood on Feb. 5, 2024. Buckhalter was apprehended July 24 in Ranson with assistance from the Jefferson County SWAT team.
- Dorian Graham, 21, of Martinsburg, charged with wanton endangerment with a firearm related to an Oct. 1, 2024, shooting. He was arrested Aug. 6 on Anita Drive in Martinsburg.
- Timico Johnson, 55, of Martinsburg, charged with distribution of crack cocaine and felony drug conspiracy, was arrested July 22 on Hedrick Avenue. During his arrest, two additional suspects—Amber Hite, 34, and Sierra Gorman, 31—were also taken into custody for outstanding warrants.
