CHARLESTON, WV (LOOTPRESS) — In response to the severe drought impacting West Virginia in 2024, the state legislature has allocated $10 million in surplus funds to establish the West Virginia Department of Agriculture’s (WVDA) Drought Recovery Program. The initiative aims to provide much-needed relief to livestock farmers struggling with drought-related challenges.
Farmers already enrolled in the USDA-Farm Service Agency (FSA) Livestock Forage Disaster Program (LFP) are eligible to apply for additional support through the new state program. Enrollment is open from December 9, 2024, through January 30, 2025, at local conservation district offices.
Program Goals and Support
The WVDA Drought Recovery Program will assist farmers in restoring pastures damaged by drought, developing water resources, and addressing other critical needs not fully covered by federal disaster relief.
“West Virginia’s farmers are facing a crisis unlike any we’ve seen in decades,” said Agriculture Commissioner Kent Leonhardt. “This program is a lifeline, offering immediate relief to help our farmers recover and sustain their operations. While it won’t solve every challenge, it’s a vital step in the recovery process.”
Eligibility and Requirements
Farmers must meet specific criteria to qualify for the program, including enrollment in the USDA-FSA LFP. Applicants will need:
- A physical copy of their USDA-FSA 2024 LFP Estimated Calculated Payment Report, including an application number and total gross LFP payment.
- A completed W-9 form (available at conservation district offices).
- A signed “Sign Up, Release and Disclaimer Application” form, provided at the time of enrollment.

Application Process and Payment Distribution
Farmers must apply in person at their local conservation district by January 30, 2025. After the enrollment period closes, the WVDA will evaluate applications and determine funding.
