Investigators say Carter was supplying large quantities of meth to others for resale throughout the region.
A search of his home and surrounding property led to the discovery of nearly three pounds of methamphetamine.
Carter has a prior criminal record, including previous convictions for assault and drug-related offenses. Following his prison term, he will be subject to five years of supervised release.
The case was prosecuted by Assistant U.S. Attorney Stephen Warner.
The investigation was led by the Potomac Highlands Drug Task Force—a HIDTA-funded initiative—and the Virginia RUSH Task Force.
Chief U.S. District Judge Thomas S. Kleeh handed down the sentence.
