CHARLESTON, WV (LOOTPRESS) – The West Virginia State Senate convened just after noon today to officially begin the work of the 2025 Regular Legislative Session under the new leadership of Senate President Randy Smith (R-Preston).
The session opened with a short address from State Supreme Court Justice Charles S. Trump IV, who reflected on President Abraham Lincoln’s birthday and his lasting influence on both the nation and West Virginia.
Leadership Changes and Resolutions
During the session, the Senate accepted the resignation of Sergeant-at-Arms David Lavender and unanimously elected Stephen Walker of Kanawha County as his replacement.
The body also adopted Senate Resolution 3, officially establishing the Select Committee on Substance Use Disorder and Mental Health for the 87th Legislature. This committee aims to address the growing challenges related to addiction and mental health across the state.
Legislation Introduced
The Senate wasted no time in getting to work, introducing bills numbered 1-299 on the first day. Each bill has been referred to its appropriate committee for further consideration.
The newly formed Select Committee on Substance Use Disorder and Mental Health held its first meeting at 1 p.m. in room 451M, signaling an early start to tackling pressing public health issues.
Governor’s Address and Budget Bill
Following Governor Patrick Morrisey’s State of the State Address on Wednesday evening, the Senate reconvened briefly to introduce the Budget Bill, a critical piece of legislation that sets the state’s financial priorities for the coming year. The bill has been referred to the Senate Finance Committee for review.
