CHARLESTON, WV (LOOTPRESS) – The West Virginia Division of Highways (WVDOH) has awarded multiple construction contracts to repair roads damaged during flooding in February and June.
Heavy rains on February 15 and 16, 2025, caused significant flooding across southern West Virginia.
More than 200 roads were initially closed in Boone, Cabell, Greenbrier, Kanawha, Lincoln, Logan, Mercer, McDowell, Mingo, Monroe, Raleigh, Summers, Wayne and Wyoming counties.
A second round of severe flooding on June 14 and 15 caused additional damage in Ohio and Marion counties.
The WVDOH issued repair contracts in several of those counties during a special bid letting held on October 28, 2025.
“I’m glad we’ve gotten these contracts awarded so the people living in those flood-ravaged counties can can get back to a semblance of normalcy as far as meeting their transportation needs,” said WVDOH State Highway Engineer Jake Bumgarner, P.E.
Contracts awarded include:
- GeoStabilization International LLC for a slide repair, resurfacing and guardrail project on Panther Mohawk Road in McDowell County, $442,090.
- West Virginia Paving Inc. for resurfacing on WV 20 in Nicholas County, $703,787.50.
- West Virginia Paving Inc. for a slide repair and resurfacing project on US 19 in Marion County, $709,680.75.
- GeoStabilization International LLC for slide repair and resurfacing on WV 83 in McDowell County, $387,456.50.
- GeoStabilization International LLC for slide repair and resurfacing on WV 80 near Bradshaw in McDowell County, $277,818.
- Thaxton Construction Company Inc. for a piling wall slide repair on WV 103 in McDowell County, $481,669.
- GeoStabilization International LLC for slide repair and resurfacing on Black Diamond Highway in McDowell County, $183,576.
- Thaxton Construction Company Inc. for a slide repair on Harts Creek Road in Logan County, $99,961.
- West Virginia Paving Inc. for slide repair on WV 10 in Lincoln County, $316,079.40.
- Thaxton Construction Company Inc. for slide repair on Bens Creek Road in Mingo County, $121,396.
- Thaxton Construction Company Inc. for slide repair on Mill Creek Road in Wayne County, $285,060.
- Thaxton Construction Company Inc. for a piling wall slide repair on WV 83 in McDowell County, $199,948.
WVDOH officials consider several factors before awarding contracts, including how bids compare to the engineer’s estimate and the potential consequences of delaying repairs.
Most projects are reviewed and awarded within a week of letting, though the process can take longer.
Highways projects determined to require contractor work are processed through the state’s bid letting system, which occurs once or twice per month online through the Bid Express System. Contractors must subscribe to Bid Express before submitting bids.
