Wyoming County May 2026 Grand Jury Indictments

WYOMING COUNTY, WV (LOOTPRESS) – The Office of the Wyoming County Prosecuting Attorney presented thirty-one (31) cases to the Wyoming County Grand Jury during the May 2026 term of court on May 11^th, 2026. The Grand Jury found sufficient evidence to indict the following individuals: 

1. Kelly Belcher, (34 yrs. old, Oceana), for Sexual Abuse by Parent, Guardian, or    Custodian and Soliciting a Minor via Computer. 
2. David Elkins, (59 yrs. old, Davin), for Conspiracy to Commit a Felony, Breaking and Entering, and Grand Larceny. 
3. Miranda Ullman, (44 yrs. old, Beckley), for Obtaining Property in Return for Worthless Check. 
4. Glen Ullman, (46 yrs. old, Beckley), for Fraudulent Schemes. 
5. Steven Fortner, (39 yrs. old, Lynco), for two counts of Possession of a Controlled Substance with Intent to Deliver, three counts of Possession of a Controlled Substance Without a Prescription, and Obtaining Goods Under False Pretenses. 
6. Andy Hayes, (49 yrs. old, Oceana), for Attempted Murder, Malicious Assault, and Domestic Battery. 
7. Keith Hill, (33 yrs. old, Varney), for Fleeing in a Vehicle with Reckless Indifference, Conspiracy to Commit a Felony, Possession of a Controlled Substance Without a Prescription, and Driving Revoked for DUI. 
8. Lucas Minor, (40 yrs. old, Clear Fork), for Domestic Battery, 3^rd Offense. 
9. Timothy Lusk, (53 yrs. old, Stephenson), for Driving Revoked for DUI, 3^rd Offense. 
10.  Landon Kingsley, (22 yrs. old, Davy), for two counts of Possession of a Controlled Substance with Intent to Deliver, two counts of Conspiracy to Deliver Controlled Substances, Fleeing on Foot, and Possession of a Controlled Substance Without a Prescription. 
11.  Stephanie McKinney, (35 yrs. old, Stephenson), for two counts of Driving Revoked for DUI, 3^rd Offense, and two counts of Possession of a Controlled Substance Without a Prescription. 
12.  Nikita Blankenship, (28 yrs. old, Gilbert), for Conspiracy to Commit a Felony. 
13.  Aaron Shields, (51 yrs. old, McGraws), for Possession with Intent to Deliver or Manufacture a Controlled Substance, Obstructing, and Brandishing a Deadly Weapon. 
14.  Scott Green, (35 yrs. old, Mullens), for Burglary, Destruction of Property, two counts of Battery on Emergency Service Personnel, two counts of Battery on an Officer, two counts of Obstructing, and Unlawful Restraint. 
15.  Savannah Neal, (27 yrs. old, Abingdon, VA), for Possession with Intent to Deliver a Controlled Substance, Conspiracy to Deliver a Controlled Substance, Transportation of Controlled Substances into Another State, and Possession of a Controlled Substance Without a Prescription. 
16.  John Powers, (39 yrs. old, Chilhowie, VA), for Conspiracy to Deliver a Controlled Substance and Transportation of Controlled Substances into Another State. 
17.  Curtis Rapier, (38 yrs. old, Abingdon, VA), for Possession with Intent to Deliver a Controlled Substance, Conspiracy to Deliver a Controlled Substance, and Transportation of Controlled Substances into Another State. 
18.  Christopher Curry, (45 yrs. old, Dunlow), for two counts of Possession with Intent to Deliver a Controlled Substance and two counts of Conspiracy to Deliver a Controlled Substance. 
19.  Carla Marcum, (43 yrs. old, Dunlow), for two counts of Conspiracy to Deliver a Controlled Substance. 
20. Justin Hall, (35 yrs. old, Herndon), for four counts of Fraud and Related Activity in Connection with an Access Device and four counts of Conspiracy to Commit a Felony. 
21.  Teresa Hall, (58 yrs. old, Herndon), for Conspiracy to Commit a Felony. 
22.  Michael Darnell, (21 yrs old, Herndon), for three counts of Soliciting a Minor via Computer and two counts of Filming Sexually Explicit Conduct of Minors Prohibited. 
23.  Jerry Dempsey, (46 yrs. old, Clear Fork), for Sexual Abuse in the First Degree. 
24.  Travis Covert, (55 yrs. old, Jesse), for Malicious Assault, Strangulation, four counts of Sexual Assault in the Second Degree, four counts of Incest, and Domestic Battery. 
25.  Cody Paynter, (34 yrs. old, Oceana), for Threats of Terroristic Acts, Unlawful Possession of a Firearm, and Domestic Battery. 
26.  Steven Cox III, (20 yrs. old, Oceana), for Grand Larceny, Attempt to Commit a Felony, and Injuring or Tampering with Special Mobile Equipment. 
27.  Brenda Reed, (60 yrs. old, Matoka), for Unlawful Possession of a Firearm, Possession of a Controlled Substance Without a Prescription, and Driving Revoked for DUI. 
28. Raymond Fairley, (46 yrs. old, Rockview), for Sexual Assault in the First Degree and Distribution and Exhibiting of Material Depicting Minors Engaged in Sexually Explicit Conduct. 
29. Gabriel Vargas, (23 yrs. old, Herndon), for Sexual Abuse in the First Degree. 
30. Rocky Lane, (40 yrs. old, Brenton), for Child Neglect Creating Risk of Serious Bodily Injury, DUI with Minor in Vehicle, Possession of a Controlled Substance Without a Prescription, and Child Passenger Safety Seat Requirement Violation. 
31. Amanda Lane, (39 yrs. old, Brenton), for Child Neglect Creating Risk of Serious Bodily Injury, Permitting DUI, Possession of a Controlled Substance Without a Prescription, and Child Passenger Safety Seat Requirement Violation. 

All of the foregoing accused individuals are presumed innocent until proven guilty. 

Arraignments are scheduled throughout May and June.
