BUCKHANNON, WV (LOOTPRESS) – A 16-month investigation by the Upshur County Sheriff’s Office has resulted in multiple felony charges against two individuals connected to a larger criminal network operating across the eastern United States.
According to the Upshur County Sheriff’s Office, the investigation began on July 14, 2023, when deputies responded to a 911 call on Magnolia Road in French Creek regarding a possible fraud.

The victim reported ordering an Apple iPhone using his personal information, which was later delivered to his home.
Two suspects arrived claiming they were there to collect the fraudulently obtained phone.
When deputies arrived, the suspects fled in a vehicle, leading law enforcement on a high-speed chase through Alton Road, Route 20, Rock Cave, and into Braxton County, where the vehicle eventually crashed.
The suspects fled on foot and were not immediately apprehended.
The investigation, led by Corporal Gordon of the Upshur County Sheriff’s Office, ultimately identified the suspects as Ramon Rosario-Tavarez, 22, of New Jersey, and Yamilka Vicente, 21, of Indiana.
Authorities believe the pair were part of a larger criminal organization responsible for similar crimes across multiple states.
In October 2024, Corporal Gordon obtained corroborating evidence leading to multiple felony warrants. The suspects were encountered and arrested by Pennsylvania State Police in late June and later extradited to West Virginia.
Rosario-Tavarez faces the following charges:
• Fleeing in a vehicle with reckless indifference
• Use or possession of altered or fraudulent vehicle registration (2 counts)
• Identity theft
• Attempted fraudulent scheme
• Conspiracy to commit a felony
Vicente is charged with:
• Identity theft
• Attempted fraudulent scheme
• Conspiracy to commit a felony
The Upshur County Sheriff’s Office expressed appreciation to the Lewis and Braxton County Sheriff’s Offices and the West Virginia State Police for their assistance.
Officials also urged the public to stay vigilant and report any suspicious activity.
