CHARLESTON, WV (LOOTPRESS) – Governor Patrick Morrisey has appointed Fayette County Circuit Judge Thomas H. Ewing to the West Virginia Supreme Court of Appeals, filling the vacancy left by the retirement of Justice Beth Walker.
Judge Ewing has served as a circuit judge in the Fifteenth Judicial Circuit (Fayette County) since January 2, 2019. He was originally appointed by then-Governor Jim Justice in December 2018, and went on to win elections in both 2020 and 2024.

Morrisey made the announcement on Wednesday in Charleston alongside Judge Ewing and his wife Mindy.
A native of Fayette County, Ewing grew up in Hico and graduated from Midland Trail High School.
He holds bachelor’s degrees in education and history from Glenville State College, where he graduated summa cum laude and captained the men’s basketball team.
He earned his law degree in 2004 from West Virginia University, where he served as executive research editor and associate editor of the West Virginia Law Review and was inducted into the Order of the Coif.
Before taking the bench, Ewing practiced law at Kay, Casto & Chaney, PLLC from 2004 to 2018, serving as managing member of the firm’s Fayetteville office during his final years there.
On the circuit bench, Judge Ewing has overseen the Fayette County Adult Treatment Court and founded several local initiatives, including the Family Treatment Court, Teen Court, and Truancy Diversion Program. He has also served on the state’s Juvenile Justice Commission since 2019.
In 2025, he was named a West Virginia Bar Foundation Fellow and a Champion of Children by Just for Kids, Inc. He currently serves as treasurer of the West Virginia Judicial Association and participates in its education-related committees.
Outside of the courtroom, Ewing is active in youth sports coaching, serves on the board of the Midland Trail Community Center, and attends Grace Baptist Church in Fayetteville. He and his wife, Mindy Ewing, have four children and two grandchildren.
