RAVENSWOOD, WV (LOOTPRESS) – A former member of Ravenswood City Council has been indicted on multiple felony charges related to alleged embezzlement and computer fraud during her time in office.
Denise M. Toler was indicted by a Jackson County grand jury on June 25, 2025.
The indictment includes two counts of embezzlement and two counts of computer fraud, all felonies under West Virginia law.
According to the indictment, Toler is accused of embezzling more than $6,300 from the Ravenswood Development Authority and the City of Ravenswood between February and December 2023 while serving as an officer or agent of the city.
A separate embezzlement charge alleges she took an additional $3,520 in December 2022.
Toler is also charged with two counts of computer fraud.
Prosecutors allege she knowingly accessed a computer system or network in both December 2022 and November 2023 as part of a scheme to defraud the city and obtain money or services through fraudulent means.
The charges were brought based on testimony from Investigator James S. Duncan of the West Virginia State Auditor’s Office.
