SAM BLACK, WV (LOOTPRESS) – One man has been arrested after obstructing and giving a fake name during a traffic stop in Greenbrier County.
According to a criminal complaint, on Thursday, May 4, 2023, at approximately 11:21 PM State Trooper E.M. Shafer was conducting road patrol along U.S. Route 60 in the Sam Black area of Greenbrier County.
The trooper observed a blue in color Kia sedan bearing Ohio registration traveling southbound crossing the white fog line as it traveled on Route 60. The trooper then observed a license plate cover or band around the registration plate obstructing the view of the tag.
The trooper was unable to get a proper reading on the displayed tag and conducted a traffic stop on the vehicle near Anthony’s Truck Shop on Route 60 just before the Same Black I-64 exit ramps.
The trooper then approached the vehicle and made contact with a female driver and a male passenger. As the trooper spoke with the female driver, the male passenger, who identified himself as Kaelin rolled the rear window down and began challenging the legality of the stop.
The trooper then smelled a strong and distinct odor that appeared to be that of Marijuana coming from the cab of the vehicle. The trooper then opened the rear door and ordered the male out of the vehicle.
The trooper informed the male that he smelled Marijuana and began placing the male in hand restraints. He got a hand restraint on the male’s left wrist and informed him he was being detained, the male rapidly jerked his right arm away from the trooper so as to not be handcuffed.
The male then further pulled away from the trooper and attempted to reach back inside the cab of the vehicle. After a brief struggle, the trooper was able to place the male in hand restraints without further incident.
The male suspect was then told he was under arrest for obstructing and then he was searched and secured in the back of a patrol cruiser.
The trooper then transported the male to the State Police Detachment in Lewisburg for processing. While at the detachment the male further identified himself as Kaelin D. Fisher.
The trooper was unable to locate this name in the system so he then conducted an identification query on the male.
The male was then identified as Isaiah Jamal Lillie who has a non-extradition warrant from Ohio as well with officer safety precautions of armed and dangerous.
He has been charged with obstructing an officer and giving false information to law enforcement. Lillie is currently out on bond.
