HURRICANE, WV (LOOTPRESS) — A man is facing serious charges after deputies say a domestic dispute turned violent in Putnam County over the weekend.
According to the Putnam County Sheriff’s Office, deputies responded to a report of a domestic disturbance in progress on April 12, 2026, at a residence along Church Camp Road in Hurricane.
Upon arrival, officers detained the suspect, identified as James Franklin Marshall, while other deputies spoke with the victim.
Investigators say the victim reported that Marshall had been arguing throughout the day before the situation escalated. While she was preparing food for children in the home, Marshall allegedly grabbed her by the face and began throwing her around in front of them.
The victim further told deputies that Marshall then grabbed her by the throat, forced her onto a couch, and began strangling her with both hands, causing difficulty breathing. She said the assault continued as she attempted to get up to tend to a crying child, with Marshall allegedly yelling at her during the ordeal.
Authorities say the victim was eventually able to get away, but Marshall allegedly threw a can at her, striking her in the ribs.
Deputies documented multiple reported injuries, including swelling to the forehead, a cut on the nose, bruising to the neck, and marks on the rib area. The victim told officers she feared for her safety during the incident.
A witness at the home contacted emergency services after observing part of the altercation.
Marshall was taken into custody at the scene and charged with Domestic Battery and Strangulation. Officials say body camera footage was recorded during the response.
The case remains under investigation.
