UPDATE: OAK HILL, WV (LOOTPRESS) – New details are emerging after a woman was found handcuffed and a gunshot wound to her head out of Oak Hill.
According to State Police, on Thursday, February 16, 2023, Oak Hill Police attempted to stop a vehicle, but it didn’t stop until it arrived at Plateau Medical Center. It was determined that the car’s driver was the victim’s son. The victim, Michelle Smith, was handcuffed and suffered from a headshot wound from a gun. The son told police that he found his mom at home on Deepwater Mountain Road in Fayetteville, where she was lying on the floor, suffering from a gunshot wound.
Police went to secure the home and observed blood on the floor and a weapon.
Family members of Michelle Smith advised that they suspected the persons involved were Andres Minoroune Torres Jr. and Amanda Soultz. Both suspects are from Indiana. Ms. Soultz allegedly had been in a romantic relationship with Smith, and Mr. Torres was Ms. Soultz’s new boyfriend.
On Friday, February 17, Torres and Soultz were spotted in Beckley and attempted to flee but were captured. Police discovered stolen firearms that belonged to Smith. Both were placed under arrest for warrants out of Elkhart County, Indiana.
Mr. Torres admitted to Troopers that he placed Michelle Smith in handcuffs, beat her, and took a watch and other property. Torres said he put two pillows on Smith’s head and fired a handgun into the victim’s head.
Ms. Soultz first claimed she was being held hostage by Torres, but police say she had ample opportunity to escape. Ms. Soultz also assisted by going as far as procuring transportation for Mr. Torres and herself.
At this time, Ms. Smith is on a ventilator with a bullet still inside her head and unable to be removed from her brain.
Torres is charged with kidnapping, robbery, conspiracy, attempted murder, and a fugitive. Â Soultz is charged with attempting to commit a felony, fugitive from justice, robbery, conspiracy to commit murder, and kidnapping. Â Both are being held in Southern Regional Jail under a 250,000 dollar bond.

Troopers request the public’s assistance in locating two suspects, identified as a Hispanic male named Andres Torres from Goshen, IN, and a white female named Amanda Soultz from Goshen, IN.
