OP ED: Don’t Let Scam Kiosks Hijack Bitcoin’s Name

Imagine this situation for just one second: In a convenience store or grocery store, an older neighbor stands at a “Bitcoin ATM,” phone pressed to their ear, cash in hand. A voice on the other end is rushing them, “a warrant is out,” or, “a bank account is frozen,” or even worse, “ a grandchild is in trouble,” – something that can only be fixed if they feed cash into the machine immediately. 

These scams are absolutely brutal: once that cash is converted into crypto and sent, it can be gone in minutes. It’s straight-up theft, and it is fast, humiliating, and often unrecoverable. 

If you ask me, Bitcoin itself isn’t the problem. Bitcoin is a good thing we’ve got going, and Congress should keep working toward a realistic goal of clear market-structure rules so we don’t chase Bitcoin holders and investors offshore. 

At the same time, we can’t ignore what’s happening right in front of us. So-called “Bitcoin ATMs” have become a scam pipeline. These criminals move fast because they run on fear, confusion, and urgency, and Toby and Edith suffer because of it. 

It’s a pressure play. Scammers use what they’ve always used: urgency and intimidation. They keep the victim on the phone, tell them not to talk to anybody except them, and walk folks through step-by-step instructions at a kiosk. They demand cash because it’s immediate and because it’s hard to reverse. 

The kiosk is the last step. To the criminal, it’s simply a cash-out ramp. The scammer gets speed and distance. The victim gets a receipt and regret. 

This is happening in West Virginia and across the country. Seniors have lost thousands of dollars at these kiosks. That’s money meant for rent, medication, groceries, and retirement. And when those dollars leave, they’re gone for good. 

This is organized crime, plain and simple – and it’s global. These rings operate out of scam compounds on the other side of the planet. There’s enforcement efforts, but it’s slow. Laundering services that keep this machine running include networks linked to countries like Russia, and they’re pillaging American savings out of the hands of our seniors. 

We need to do more than shrug. If criminals were stealing from West Virginia families in person – if they were pulling money off kitchen tables – we’d respond with like we always have. Just because the theft is happening through a kiosk, we’ve started treating it like an unfortunate side effect of modern life. That’s not right. 

We can support innovation and Bitcoin and still shut down the pipelines criminals exploit. We’ve done it with the U.S. Dollar. The right target is not lawful Bitcoin users, but the weak kiosk safeguards that let obvious, repeatable fraud run through these machines. 

I see a few practical guardrails that preserve lawful use while making scams much harder to execute: 

First: Real transparency before the first dollar goes in. Require plain-language warnings on the screen and on the machine. For instance, 

● No legitimate agency demands payment by crypto kiosk; 

● If someone is pressuring you on the phone, stop; 

● Once sent, funds may be unrecoverable. 

Make the warning unavoidable such as an on-screen prompt that must be acknowledged before any transaction proceeds. 

Second: Basic friction for first-time or high-risk transactions. Scammers rely on speed and panic. Let’s place reasonable caps for first-time customers and a short cooling-off period for large cash deposits. This would give victims time to pause, verify, and call someone they trust. Even a few minutes can break the spell. Banks do this to an extent, let’s apply it here. 

Third: Real accountability for kiosk operators. If a company is making money off of cash to crypto conversions, it should maintain an effective anti-fraud program. They should also provide visible customer support, and cooperate quickly with law enforcement. 

Fourth: Clear guidance for the small businesses hosting kiosks. Many kiosks sit in gas stations and convenience stores where staff aren’t fraud experts. Give folks a safe way to intervene – starting with one sentence that can stop a scam in progress: “Please hang up and call a family member.” 

Bitcoin is a fantastic innovation. It represents American competitiveness, and for many, the spirit of financial freedom. West Virginians should absolutely not become collateral damage for a kiosk model that criminals have learned to exploit, especially when the harm hits disproportionately on seniors. 

We can move market structure forward and still draw a line: if you’re using Bitcoin ATMs to steal from West Virginians – and sending that money overseas to fuel transnational fraud rings – we are coming for you. We can be pro-innovation and pro-Bitcoin while refusing to let criminals hijack Bitcoin’s name. It’s clear cut and dry in my book.
