CHARLESTON, WV (LOOTPRESS) – The Public Service Commission of West Virginia has been asked to launch a general investigation into Black Diamond Power Co., an electricity provider serving 4,886 customers in Clay, Raleigh, and Wyoming counties.
PSC legal staff said Thursday that the company has been providing “inadequate and unreasonable” service.

Since September 2024, the Commission has received 48 informal complaints against Black Diamond Power alleging “unusual and irregular billing practices,” along with 12 additional informal complaints concerning safety, reliability, and other issues.
Staff noted a sharp increase in complaints since September 1, 2025, with 19 informal and two formal complaints filed.
“The number of complaints regarding the quality, reliability and safety of service, especially to a health care facility, creates a risk of irreparable harm to the public health and the Commission should order an interim remedy to this risk and allow for adequate and safe electric service during the pendency of the investigation of Black Diamond,” the petition said.
More information on the case is available on the PSC website at www.psc.state.wv.us under Case No. 25-0810-E-P.
