RALEIGH COUNTY, WV (LOOTPRESS) – The Raleigh County Commission on Tuesday approved a new ordinance regulating panhandling and solicitation along public rights of way in the county.
Under the new rule, anyone wishing to solicit or request donations on a public right of way must first obtain a daily permit from the Raleigh County Sheriff’s Office.
The permit, which is free of charge, requires a valid photo ID and is issued for a specific location.
Each permit is valid only for that one day and cannot be transferred to another person. Individuals are limited to two daily permits within a six-month period.
The ordinance establishes a tiered penalty system for violations.
A first offense will result in a verbal warning, a second offense will bring a written warning, and a third offense could lead to a $100 fine. The penalties also apply to those who give money to an individual who does not have a valid permit.
County officials noted that the ordinance applies only to areas within Raleigh County’s jurisdiction and does not include locations inside incorporated city limits.
The new ordinance takes effect immediately, beginning today, October 7, 2025.
