BUCKHANNON, WV (LOOTPRESS) – Two Upshur County residents have been federally indicted on drug-related felony charges following an investigation by the Mountain Region Drug and Violent Crime Task Force, according to a press release from the Upshur County Sheriff’s Office.
The indictments were presented Tuesday, Dec. 16, 2025, at the Randolph County Federal Building.
Amy Donella Fultz-Riggs was federally indicted on three counts of delivery of a controlled substance, methamphetamine. She was also charged with one count of possession with intent to deliver methamphetamine.
Jessica Mae Kiser was federally indicted on three counts of delivery of a controlled substance, methamphetamine.
Authorities emphasized that all individuals charged are presumed innocent until proven guilty in a court of law.
The Mountain Region Drug and Violent Crime Task Force includes members from multiple law enforcement agencies, including the Upshur County Sheriff’s Office, Buckhannon Police Department, Randolph County Sheriff’s Office, Lewis County Sheriff’s Office, Barbour County Sheriff’s Office, Elkins Police Department, and the West Virginia State Police.
