MINGO COUNTY, WV (LOOTPRESS) – A domestic disturbance in Justice, West Virginia, escalated into a tense situation that resulted in the arrest of Paul Browning, who now faces multiple charges, including Domestic Assault, Domestic Battery (2nd Offense), Interfering with Emergency Communication, and Obstructing.
Initial Incident
According to the West Virginia State Police, officers first responded to a residence following reports of a domestic altercation involving a female victim and her husband, Paul Browning. Upon arrival, officers learned that Paul Browning had allegedly kicked open the residence door, entered the home, overturned tables, and threw objects during the altercation.
The victim stated that Paul Browning pushed her to the floor and then disconnected the phone line while she was attempting to call 911, preventing her from reaching emergency services. After the initial altercation, Paul Browning reportedly fled to a neighboring residence, where he was staying.
When officers attempted to make contact at the neighboring residence, Browning admitted later that he was inside but claimed he was too scared to answer the door.
Escalation and Second Incident
Later that day, at approximately 4:51 p.m., the West Virginia State Police Communication Center received another call related to the incident. The victim reported that Paul Browning had returned to the residence and made threats to kill her, harm himself, and target law enforcement officers.
When troopers arrived back at the scene, they observed a silver truck matching the description of Paul Browning’s vehicle driving by the residence. As officers attempted to initiate a traffic stop, Browning fled, driving up a dirt road to evade law enforcement.
Arrest and Charges
Troopers eventually located the vehicle and apprehended Paul Browning. Based on the investigation, Browning was charged with the following:

- Domestic Battery (2nd Offense)
- Interfering with Emergency Communication
- Obstructing
