West Virginia Tax Cuts Coincide With Budget Surpluses and Growth in State Savings

CHARLESTON, WV (LOOTPRESS) — As lawmakers debate a new round of personal income tax reductions, recent history shows that West Virginia’s most significant tax cuts over the last eight years have coincided with repeated budget surpluses and substantial growth in the state’s Rainy Day Fund.
Since 2018, the state has reduced taxes across multiple categories — including personal income taxes and coal severance taxes — while ending several fiscal years with revenues exceeding official estimates and record-level reserves.
Income Tax Reductions and Revenue Performance
West Virginia’s most consequential income tax reforms began in earnest in 2023, when lawmakers approved a 21.25 percent across-the-board reduction in the personal income tax. That cut followed years of relatively flat tax policy and was driven by sustained revenue growth.
Despite concerns raised at the time, the fiscal year following that reduction closed with a record surplus, as revenues exceeded estimates by more than $1 billion. Income tax collections themselves remained strong, even after rates were lowered.
Additional reductions followed:
A 2 percent income tax cut approved by the Legislature
A 4 percent automatic cut triggered by revenue performance
In each instance, the fiscal year that followed closed above revenue estimates, reinforcing the state’s pattern of conservative forecasting and surplus generation even after tax relief was enacted.
Coal Severance Tax Reductions
Alongside income tax cuts, lawmakers also approved reductions to coal severance taxes, a move aimed at stabilizing one of West Virginia’s foundational industries and maintaining competitiveness with other coal-producing states.
The coal severance tax cut, enacted during a period of strong global energy demand, did not result in revenue shortfalls. Instead, high coal prices and production levels helped drive record severance tax collections, contributing significantly to overall state surpluses in fiscal years 2022 and 2023.
Those collections became one of the primary drivers of excess revenue, allowing the state to both reduce tax burdens and strengthen its long-term savings.
Rainy Day Fund Growth
Perhaps the clearest indicator of West Virginia’s fiscal position is the growth of its Rainy Day Fund.
Over the past several years:
The fund has grown from under $900 million to more than $1.5 billion
Deposits were made during years that also included tax cuts
Statutory caps were repeatedly tested as revenues exceeded expectations
The accumulation of reserves occurred while taxes were being reduced, not raised, undercutting arguments that tax relief would jeopardize the state’s financial stability.
Recent Surpluses Continue the Trend
More recently, the state closed the last fiscal year with an estimated $400 million surplus, adding to its already strong balance sheet. That performance came after multiple rounds of tax relief had already taken effect.
According to state finance officials, revenues — including personal income tax collections — have continued to meet or exceed projections, even under lower rates.
Current Debate and Legislative Context
Governor Patrick Morrisey has proposed an additional up to 10 percent reduction in personal income tax rates, arguing that West Virginia is in a position to continue returning excess revenue to taxpayers.
He has also signaled that his budget framework includes a three percent pay raise for state employees, a point administration officials have cited to counter claims that tax cuts would come at the expense of public services or workers.
Supporters of the proposal argue that the state’s recent financial history demonstrates a consistent pattern: tax relief paired with conservative budgeting has produced surpluses, not deficits. They also note that savings are more effectively used when left in the hands of working families and job creators, rather than accumulating indefinitely in government accounts.
Opponents have warned of potential long-term risks, but backers point to the state’s surplus history and Rainy Day Fund balance as evidence that West Virginia has room to continue reducing its tax burden.
Looking Back — and Ahead
Over the last eight years, West Virginia has:
Reduced personal income tax rates multiple times
Lowered coal severance taxes
Ended several fiscal years with revenues above estimate
Built one of the largest Rainy Day Fund balances in state history
As lawmakers consider the next phase of tax reform, that record is likely to play a central role in shaping the debate during the 2026
