CHARLESTON, WV (LOOTPRESS) – A project to replace two aging bridges on WV 16 in Raleigh County is among 26 construction projects awarded by the West Virginia Division of Highways (WVDOH) during the month of March 2026.
The bid awards are from bid letting conducted on Tuesday, March 10, 2026, and Thursday, March 12, 2026.
Orders Construction Company Inc. was awarded a contract for $22,538,192.04 to replace the Mabscott Overhead Bridge that carries WV 16 over Whitestick Creek, CSX Railroad, Old Pemberton Road, and Frontier Street; and the Cova Street Overhead Bridge that carries WV 16 over Cova Street, both in Mabscott.
The Mabscott Overhead Bridge was built in 1960, and the Cova Street Overhead Bridge was built in 1958. Both bridges are operating under weight limits.
“This section of WV 16 has become an increasingly important link now that portions of the Coalfields Expressway are complete, providing a more direct and efficient access from Wyoming and McDowell counties into Beckley,” said Tracy Brown, P.E., WVDOH State Bridge Engineer. “Replacing these two bridges will allow the removal of the existing weight restrictions and the accommodation of legal road loads along this segment of highway.”

- Marks Drilling was the low bidder on a slide repair project on Ferguson Ridge Road, with a bid of $119,373.62. (Wayne County)
- Ohio-West Virginia Excavating Company. was the low bidder on a slide repair project on Dry Ridge Road, with a bid of $180,340. (Marshall County)
- Ohio-West Virginia Excavating Company was also the low bidder on a slide repair project on Short Line Highway, with a bid of $209,199. (Wetzel County)
- Ohio-West Virginia Excavating Company was also the low bidder on a slide repair project on Waynesburg Pike Road, with a bid of $172,378. (Marshall County)
- The Aero-Mark Company was the low bidder on a road striping project in District 2, with a bid of $256,000. (Cabell, Lincoln, Logan, and Mingo counties)
- Mid Atlantic Maintenance Inc. was the low bidder on a road striping project in District 4, with a bid of $198,000. (Doddridge, Harrison, Marion, and Monongalia counties)
- Mid Atlantic Maintenance was also the low bidder on a road striping project in District 6, with a bid of $198,000. (Brooke, Hancock, Marshall, and Ohio counties)
- Mid Atlantic Maintenance was also the low bidder on a road striping project in District 8, with a bid of $223,275. (Pendleton, Pocahontas, Randolph, and Tucker counties)
- The Aero-Mark Company was the low bidder on a road striping project in District 10, with a bid of $241,000. (McDowell, Mercer, Raleigh, and Wyoming counties)
- SQP Construction Group Inc. was the low bidder on a sidewalk, drainage, and retaining wall project on the Shepherdstown Path, with a bid of $2,172,263.28. (Jefferson County)
- Phoenix Excavating LLC was the low bidder on a replacement project for the Lex Hill Road Bridge, with a bid of $1,748,490.25. (McDowell County)
- R.K. Construction Inc. was the low bidder on a sidewalk extension project in Eleanor Park, with a bid of $340,351.56. (Putnam County)
- Highway Safety Inc. was the low bidder on a road striping project in District 1, with a bid of $277,225. (Boone, Clay, Kanawha, and Mason counties)

- West Virginia Paving Inc. was the low bidder on a paving project on WV 16, from Woosley to Pineville, with a bid of $1,769,717.64. (Wyoming County)
- Lakecrest Construction LLC was the low bidder on a multipurpose concrete path project on Augustine Avenue in Charles Town, with a bid of $926,470.60. (Jefferson County)
- Lakecrest Construction LLC was also the low bidder on a sidewalk and ADA upgrade project on Virginia Street in Oak Hill, with a bid of $788.934. (Fayette County)
- Green Acres Contracting Company Inc. was the low bidder on a guardrail project in District 6, with a bid of $1,197,785. (Brooke, Hancock, Marshall, and Ohio counties)
- West Virginia Paving Inc. was the low bidder on a paving project on Maple Fork Road, with a bid of $1,229,999. (Raleigh County)
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review.
