PINEVILLE, WV (LOOTPRESS) – The Wyoming County Prosecuting Attorney’s Office presented 26 cases to the grand jury during the September 2025 term of court on September 8.
The grand jury found sufficient evidence to return indictments against multiple individuals on charges ranging from drug offenses to violent crimes and sexual offenses.

Those indicted include:
- Melissa Jean Jewell, 58, of Oceana – three counts of taking the identity of another.
- Joseph Harrison Smith, 64, of Oceana – failure to register as a sexual offender, second offense.
- Gregory Stacy, 39, of Brenton – burglary, assault, brandishing a deadly weapon, and trespassing.
- Bernard Lee Thomas, 63, of Bud – two counts of possession with intent to deliver a controlled substance.
- Scott Christopher Riffee, 52, of Mullens – possession with intent to deliver a controlled substance.
- Rhonda Susan Goins, 63, of Jesse – malicious assault.
- Rambo Johnson, 39, of Oceana – robbery in the first degree, strangulation, obstructing an officer, domestic battery, two counts of possession of a controlled substance without a prescription, and brandishing a deadly weapon.
- Thomas Dean McKinney, 58, of Stephenson – driving revoked for DUI, third offense; improper registration; and operating a vehicle without a seatbelt.
- Jamie Lawrence Owens, 36, of Glen Fork – possession with intent to deliver a controlled substance and conspiracy to deliver a controlled substance.
- Trampas Eugene Morgan, 52, of Brenton – two counts of possession with intent to deliver a controlled substance, two counts of conspiracy to deliver a controlled substance, and possession of a controlled substance without a prescription.
- Arthur Azzie Woolum, 60, of Coal Mountain – driving revoked for DUI, third offense.
- Lorenzo James Fralin, 23, of Mullens – grand larceny and conspiracy to commit a felony.
- Amanda Dawn Hawkins, 42, of Mullens – grand larceny and conspiracy to commit a felony.
- Dan Randal Wesley, 48, of Jesse – 20 counts of failure to register as a sexual offender, second offense.
- Kyle Blake Workman, 39, of Cyclone – soliciting a minor, sexual assault in the first degree, and sexual abuse by a parent, guardian, or custodian.
- Ronald Jackson Sinecoff Jr., 53, of Pineville – two counts of distributing or exhibiting material depicting minors engaged in sexually explicit conduct.
- Charles Edward Clark, 81, of Clear Fork – two counts of sexual abuse by a parent, guardian, or custodian.
- Terry Aaron Foster, 28, of Cucumber – sexual abuse in the first degree and soliciting a minor via computer.
- Baretta Clyde Tolliver, 48, of Oceana – child neglect creating risk of injury and contributing to the delinquency of a minor.
- Christopher Charles Muncy, 47, of Kimball – two counts of persons prohibited from possessing a firearm and two counts of wanton endangerment involving a firearm.
- James Larry Smith, 52, of Ravencliff – eight counts of delivery of controlled substances, conspiracy to deliver a controlled substance, and maintaining a drug dwelling.
- Joe Roger Lane, 51, of Ikes Fork – fleeing with reckless indifference, fleeing on foot, two counts of obstructing, three counts of battery on an officer, and driving revoked for DUI, second offense.
- Clifford Blankenship, 44, of Cyclone – fleeing with reckless indifference.
- Jacob Todd Hatfield, 47, of Itmann – two counts of grand larceny, two counts of damage or destruction of railroad or public utility property, four counts of destruction of property, burglary, and escape.
- Kayla Ann Rodgers, 39, of Oceana – leaving the scene of an accident, failure to render aid, falsely reporting an emergency incident, no insurance, and obstructing.
- Troy Morgan, 39, of Matheny – burglary, destruction of property, and petit larceny.
All individuals indicted are presumed innocent until proven guilty in a court of law.
