CHARLESTON, WV (LOOTPRESS) – A former employee of WVU Medicine Eastern Campus has been indicted in connection with an alleged state purchasing card fraud scheme, according to the West Virginia State Auditor’s Office.
Tonya Renee Armstrong, 56, of Ranson, was indicted Feb. 17, 2026, by the Berkeley County Grand Jury on 25 counts of Fraudulent Use of a State Purchasing Card and Embezzlement. The indictment follows an investigation conducted by the State Auditor’s Public Integrity and Fraud Unit.
Investigators allege Armstrong conducted 25 fraudulent transactions totaling $10,075.78 between March 1, 2023, and Nov. 15, 2024.
At the time, Armstrong was serving as Manager of Student Services at WVU Medicine Eastern Campus, a position she held from November 2022 through October 2024.
According to the State Auditor’s Office, Armstrong allegedly submitted fraudulent invoices through two vendor businesses she operated for goods and services that were never delivered.
Authorities also allege she used her state purchasing card to send Venmo payments to family members who were not affiliated with WVU Medicine Eastern Campus.
State Auditor Mark A. Hunt addressed the indictment in a statement.
“When public resources are abused, our office will find it, document it, and ensure the appropriate authorities have what they need to hold those responsible accountable,” Hunt said.
The case remains pending in Berkeley County.
