ORIGINAL STORY: Governor Patrick Morrisey has declared a State of Emergency in 10 West Virginia counties due to heavy rains and flooding.
The affected counties include Cabell, Greenbrier, Kanawha, Logan, Mercer, McDowell, Mingo, Raleigh, Summers, and Wyoming.
