MARTINSBURG, WV (LOOTPRESS) – Three individuals have been sentenced for their roles in a large-scale drug trafficking organization that distributed fentanyl, methamphetamine, and cocaine in Berkeley and Jefferson counties.
The case stems from a January 2024 indictment that charged 82 people, including ringleader Gary Brown Jr. Of those, 81 have been convicted, and 77 have now been sentenced.

This week’s sentences include:

Bradley David Welsh, 53, of Boonsboro, Maryland – 57 months in federal prison.

David Lewis Pennington Jr., 21, of Huntington – 87 months in federal prison.

Lynn Wood Campbell, 45, of Martinsburg – 84 months in federal prison.
Brown Jr. was sentenced in May 2025 to 327 months in federal prison.
The case was prosecuted by Assistant U.S. Attorneys Lara Omps-Botteicher and Kyle Kane and presided over by U.S. District Judge Gina M. Groh.
The investigation involved multiple agencies, including the FBI, DEA, Homeland Security Investigations, U.S. Marshals Service, ATF, Postal Inspection Service, Eastern Panhandle Drug Task Force, West Virginia State Police, local law enforcement across West Virginia, Maryland, and Virginia, and several prosecuting attorney’s offices.
The operation was part of Operation Take Back America, a nationwide Department of Justice initiative targeting cartels, transnational criminal organizations, and violent crime.
