VIENNA, W.Va. (AP) — The West Virginia city of Vienna has $100,000 available to qualifying residents for home rehabilitation.
Mayor Randy Rapp told The Parkesburg News and Sentinel that the money includes some carryover surpluses from previous years and needs to be spent quickly.
Allowable uses include improvements to heating and air conditioning, roofs, gutters and downspouts or the installation of energy-efficient doors, windows and hot water tanks.
The maximum grant to a single-family house is $10,000. Grants are for low-income residents only.
Even though the money is a grant, a lien is placed on the home, said city grants coordinator Toni Tiano. Each year the person lives in the home after the rehabilitation, 20% of the grant is written off. At the end of five years, the grant is forgiven and the lien removed.
If the house is sold before that, the person who received the grant will pay the portion that hasn’t been written off to the city. That money will then be re-loaned to other applicants.
