CHARLESTON, WV (LOOTPRESS) – A new bill introduced in the West Virginia Legislature would prohibit advertising deemed “lewd public content” anywhere in the state, expanding restrictions on what can appear on billboards, signs, and outdoor displays.
House Bill 4831 was introduced during the 2026 Regular Session and has been referred to the House Judiciary Committee. The legislation was sponsored by Delegates E. Pritt, Green, Brooks, and Dillon.
What the Bill Would Do
The proposal amends existing state law governing outdoor advertising along roads and highways. Under the bill, any advertising that features adult or exotic entertainment venues, images of men or women in a state of undress, or language referring to nudity or sexually explicit conduct would be banned statewide.
The legislation defines this material as “lewd public content” and would make it illegal to display such advertising on billboards, signs, or other outdoor advertising devices anywhere in West Virginia.
How It Changes Current Law
Current law already restricts certain types of signage, including flashing lights, traffic-style signs, and billboards placed too close to schools, churches, parks, and roadways. House Bill 4831 adds a new provision explicitly prohibiting signs or advertising devices that contain lewd public content, regardless of location.
If passed, the ban would apply across the entire state, not just along highways or near sensitive areas.
