CHARLESTON, WV (LOOTPRESS) – Governor Patrick Morrisey announced Tuesday that West Virginia’s Final Proposal for Broadband Equity, Access and Deployment (BEAD) funding is now available for public comment.
The draft proposal was released August 19 and can be reviewed online. Comments will be accepted through 11:59 p.m. EDT on August 26, 2025, through a web form linked on the state’s broadband website.

“We are excited about the opportunity to bring broadband to every corner of our state and help every West Virginian reach their full potential,” Morrisey said.
“We are one of the first states in the nation to partner with the Trump Administration on this critical internet expansion to reach unserved areas. We are looking forward to the public comment period and ultimately bringing more jobs and transformational change to our state.”
The state’s BEAD subgrantee selection results include nine companies chosen to receive funding, serving about 74,000 eligible locations in West Virginia. That total includes unserved and underserved households, as well as community anchor institutions.
West Virginia’s Final Proposal was developed to comply with the National Telecommunications and Information Administration’s BEAD Restructuring Policy Notice issued June 6, 2025.
The NTIA required states to submit final proposals within 90 days, with a deadline of September 4, 2025. The policy changes introduced a “Benefit of the Bargain Round” that prioritizes low-cost projects using a technology-neutral approach.
The West Virginia Department of Commerce, Division of Economic Development, Office of Broadband is overseeing the state’s BEAD allocation. The proposal outlines how the state has met NTIA requirements, including the new prioritization rules.
