UPDATE: CROSS LANES, WV (LOOTPRESS) – Charges of First-Degree-Murder have been issued in the investigation of a deadly shooting which occurred on Monday at Carleton Court Apartments in Kanawha County.
According to the Kanawha County Sheriff’s Office, after gathering evidence, conducting witness interviews, processing the scene of crime, and careful review with the Kanawha County Prosecutor’s Office, lead investigator, Detective K.B. Daugherty has reportedly found sufficient evidence for the proceeding of a First-Degree-Murder charge against the suspect, Alexander James Hall, who was arrested Monday on a pre-existing warrant.
A subsequent arrest warrant was filed on Tuesday evening by the Kanawha County Sheriff’s Office Criminal Investigative Section for one count of Murder in the First Degree – a felony offense – as pertaining to the August 7, 2023, death of Billie Joe Parker – 52 years old, of Spencer, WV.
The KCSO indicated that Hall would be transported from South Central Regional Jail – where he was taken on a Domestic Battery charge – to be brought before a Kanawha County Magistrate on Tuesday night to be arraigned on the First-Degree Murder charge.

CROSS LANES, WV (LOOTPRESS) – One man has been left dead in the wake of a shooting that occurred in the Cross Lanes area just after midnight on Monday.
The Kanawha County Sheriff’s Office reports that, on Monday, August 7, 2023, Kanawha County Deputies were dispatched to a shooting which took place at the Carleton Court Apartments in Cross Lanes. Deputies report having already been en route to the apartments to serve a warrant regarding an earlier matter at the time of the shooting, which is said to have occurred just past midnight.
According to lead investigator, Detective K.B. Daugherty of the Kanawha County Sheriff’s Office, Deputy S.B. Savilla III was dispatched to the Carleton Court Apartments earlier in the night for a welfare check on a female who lives at the apartment with her boyfriend.
Speaking with the female, Deputy Savilla learned of a domestic dispute which had taken place earlier in the weekend which warranted criminal charges. The female was advised that it would be ideal to file for a protection order and to leave to apartment as Deputy Savilla worked to obtain a warrant from a Kanawha County Magistrate for the arrest of the boyfriend – identified as Alexander James Hall, 23 years old of Cross Lanes.
Upon his return to the residence, Hall discovered his girlfriend missing and dialed 911 to file a missing persons report. Deputy Savilla was successful in obtaining the arrest warrant for Hall, and as he was leaving Magistrate Court with said warrant, the father of the girlfriend – Billie Joe Parker, 52 years old of Spencer, WV – had come to Carleton Court Apartments to check on his daughter.
A conflict then occurred between Parker and Hall, resulting in Hall drawing a handgun and using the weapon to shoot Parker twice. Deputy Savilla and Deputy J.W. Cochran arrived at the scene shortly after the shooting occurred to discover Parker severely wounded and lying on the ground.
Life-saving procedures were immediately initiated on Parker as Deputies awaited the arrival of Emergency Medical Services. Parker was transported from the scene by EMS to receive further medical attention but was later pronounced dead as a result of the injuries sustained from the incident.
Hall was taken into custody, having been arrested on the aforementioned Domestic Battery warrant. Hall has been interviewed regarding the incident and detectives continue to work toward gathering information to determine how the incident occurred.
Detectives are also currently consulting with the Kanawha County Prosecuting Attorney’s Office to determine whether additional charges will be filed in the case. Additional details are expected to be released once further information becomes available to authorities.
