OCEANA, WV (LOOTPRESS) – Changes could soon be coming to Oceana’s Gilliland Park as Town Council members are set to vote on the potential addition of a new shed as well as additional parking at an upcoming council meeting.
The proposed shed would be implemented near the park’s basketball court, while additional parking has been proposed to be implemented near the Gilliland Park pool.
Additional agenda items to see discussion will include the issuance of Waterworks System Design Revenue Bonds, the proceeds of which would be utilized for the partial payment of costs associated with design and other activities of certain additions, betterments, and improvement to existing waterworks systems as pertaining to reconstruction.
The upcoming meeting is set to be held on Thursday, September 14, 2023, at Oceana City Hall at 1325 Cook Pkwy. The full session agenda for Thursday’s meeting as released by the Town of Oceana can be seen below.

- To consider and act upon the proposed Supplemental Resolution related to the issuance of the Waterworks System Design Revenue Bonds, Series 2023 A (West Virginia DWTRF Program). The proceeds of the Series 2023 A Bonds will be used to (i) to pay a portion of the costs of design and other pre-construction activities of certain additions, betterments and improvements to the existing public waterworks system of the issuer; and (ii) to pay costs of issuance and related costs. The Series 2023 A Bonds are payable solely from revenues to be derived from the ownership and operation of the system of the Town.
- To consider and act upon the proposed Sweep Resolution relating to the monthly debt service payments on the Series 2023 A Bonds to be made by electronic funds transfer with the State Treasurer sweeping the Town’s account.
- Discussion and vote on presentation from Brandi Reece of WV New Jobs Coalition and Zach Shrewsbury, WV NJC, regarding Inflation Reduction Act Opportunities for Local Electeds.
- Discussion and vote on new shed at Gilliland Park basketball court and more parking near pool.
- Discussion and vote on monthly financial and court report.
- Discussion and vote on monthly police report.
