BECKLEY, WV (LOOTPRESS) – The Raleigh County Community Action Association (RCCAA) is currently seeking motivated candidates to fill significant roles in two key departments within the organization.
The RCCAA provides services, leadership, collaborative resources, and advocacy in partnerships with community organizations to low-income individuals and families within Raleigh County and surrounding areas to increase social and economic self-sufficiency. Currently, the organization is seeking to fill key positions in its Finance and Marketing Departments.
The first of the two available positions is that of a leadership role in the Finance Department – the Director of Finance. The individual filling this role is responsible for the oversight and leadership of the organization’s Finance Department and the department’s resources.
With a current budget of over 6 million dollars and over 120 staff employed, the RCCAA relies heavily upon the Director of Finance as a key member of the senior leadership team. The Director of Finance reports directly to the RCCAA Executive Director.
An ideal candidate will be team oriented, foster a progressive and visionary environment concerning financial planning and awareness within the agency, will provide leadership in advancing the organization’s financial strategic direction, and will ensure that resources are managed in the most beneficial way.
“All of our programs essentially strive to reduce the effects of poverty,” says RCCAA Executive Director Assistant Christal Osborne. “We are a grant funded non-profit with a budget over $6 million. The Director of Finance plays a key role in ensuring we remain in compliance for all things finance.”

Public Accountant Certification or Bachelor’s Degree in Accounting, Business, Fiscal Management, or related fields,

Director of Finance Job Duties:
Ensure proper receipt, documentation, and disbursement of RCCAA funds.
Maintain all financial records in accordance with timetables that will ensure availability and readiness of such records for scheduled monitoring and audit examinations.
Ability to interpret complex financial data concisely to a range of different audiences.
Coordinate the audit process and assist independent auditors as necessary.
Assist in the resolution of audit exceptions and the implementation of auditor recommendations as they relate to specific programs.
Assure accurate and consistent recording and reporting for all programs.
Comply with generally accepted accounting principles.
Prepare timely financial reports.
Oversee day to day accounting operations and internal control structure.
Maintain adequate cash flow.
Post standard and adjusting journal entries.
Reconcile bank accounts.
Develop and maintain chart of accounts.
Assist finance committee and program directors in developing annual budgets.
Prepare monthly, quarterly, and final reports for program funding agencies as required.
Review accounting manual periodically within each year and make revisions when applicable.
Periodically within each year, review and test internal controls to ensure effectiveness of operations, reliability of financial reporting, and compliance with applicable laws and regulations.
Review payments for all taxes for timeliness and accuracy.
Prepare monthly Accounts Receivable billing.
Maintain capital assets and schedule of depreciation.
Review and approve accounts payable vouchers for payment.
Provide financial analysis and decision-making support for the Executive Director, the Leadership Team, and Board of Directions.
Actively participate in management, Board of Directors, and Finance Committee meetings.
Supervise and train accounting support staff.
Additionally, applicants are being sought for the position of Marketing and Development Specialist which ensures that the RCCAA have applied for all grants within their required timeframes, does follow-up reporting, and researches new funding opportunities which may enhance and extend necessary services to the at-risk population.
Ideal candidates for this significant position in the marketing department would hold a bachelor’s degree, demonstrate excellent time management skills and multi-tasking ability along with attention to detail and organizational skills, would be proficient in Microsoft Office and Excel, could work flexible hours when necessary, could lift up to 40lbs, would possess excellent oral, written, and interpersonal communication skills, and could sufficiently follow direction from supervisors.

Marketing and Development Specialist Job Duties:
Research and pursue expanded and increased funding sources for existing programs by following leads from corporate entities and outside sources. Also pursue cyclical annual funding sources.
Research and pursue additional funding streams from federal, state, local, and private sources.
Write and track all grant proposals in conjunction with RCCAA staff.
Assist in developing corporate expansion efforts including property acquisition, plan development, and capital campaigns.
Facilitate program directors in their pursuit of continued annual funding to ensure grant mandated time frames are met.
Plan, Coordinate, and Manage the All-Staff Training / Employee Appreciation activities.
Work collaboratively with all staff to pursue community partnerships with local businesses, service providers, local government, and others that will increase RCCAA’s capacity to achieve results.
Work cooperatively with other Community Action agencies and the state association to develop and fund statewide initiatives.
Assist in developing new programs as identified in the Community Needs Assessment and the
RCCAA Strategic Plan.
Work cooperatively with all key staff members to ensure that all aspects of new program development are complete.
Conduct outreach activities for the agency.
Conduct, in partnership with RCCAA staff, the tri-annual Community Needs Assessment and ensure that a CSBG Compliant document is developed.
Manage, plan, and coordinate, special projects and fundraising programs as assigned.
Represent the organization positively in public at all times by acting as a professional representative and ambassador.
Support the mission and goals of the organization across all programs and departments.
Contribute content for organizational communications and marketing materials, such as monthly newsletters and all digital platforms.
Handle all media relations to include standardization of press releases and formulating an archive system.
Assist in obtaining and collecting information to compile the Annual Head Start Report.
Assist in annual planning and development trainings which includg the development and revision of the Strategic Plan.
Work cooperatively with media representatives.
Develop and execute social media strategies and tracking.
Develop and execute an annual marketing plan.
